added LHO update patch for init align tag

Austin Jennings requested to merge austin.jennings/locklost:init_fix into master

after doing some diagnosing, we found that sometimes that init_align tag is tagging where it shouldn't be. after some discussion, we decided to change the threshold and lower the guardian state that checks for this tag to shutter_als (as any state after gives out junk data for the analyzed channels)
