Improved ETM_GLITCH plugin using High Passed Data

The ETM_GLTICH tag is now based on a high passed version of the channel. This allowed the thresholds for glitches to be lowered to catch more glitches without incorrectly tagging earthquakes or other slower environmental lockloss causes. Both the original and high passed data are plotted as ETM_GLITCH.png and ETM_GLITCH_HP.png.

Test ran and passed at both LLO and LHO. Plugin not set up to run at LLO as they report no ETM GLITCH issues: could later add this functionality.
