Improve refine indicator + plots

This merge request changes the threshold to it triggers based off a few standard deviations (10) off the mean rather than a multiplicative factor based on the mean. Also, if the refined lock loss time is past the lock loss time reported by the guardian state, it just reports that it was unable to resolve the lock loss time instead, which happens in some cases. I've also added some text to the indicator plots for clarity.
