Fixing erroneous lockloss transitions, refine plot axis labeling

Keeps 3->2 lockloss transitions from being written, and uses the previous value in the case of a 10->2 lockoss transition. Additionally, removes the plotting parameters set when importing gwpy. Closes #54 (closed)
