Continued work on em_coinc_RAVEN

This fixes everything Mina commented on at emfollow/ligo-followup-advocate!33 (closed).

Also, I’ve modified “compose_RAVEN” for testing. By the way, we should make sure we are testing the code the same way: I’m testing with pytest via “pytest -s -k test_RAVEN ligo/followup_advocate/test/test_tool.py”. The -s flag shows the output of compose_RAVEN so you do not have to add any print statements to test the circulars.
