Rebased and fixed lint errors

Philippe Nguyen requested to merge philippe.nguyen/ligo-followup-advocate:em_coinc_circular into em_coinc_circular

I'm commenting out the part of compose_emcoinc that we're not sure about, to avoid the lint errors. I don't know if we are actually going to be using that section. Before we continue, @min-a.cho can you clarify how we're supposed to get the data for these circulars? Are we to parse the X-Pipeline or PyGRB summary files and compute exclusion distances from them? Or will these be available in a gracedb json file?
