Add routines to convert LALDict/HDF5 injection table into XML injection table

Wanting Niu requested to merge (removed):new-injection-format into new-injection-format

We want to write a xml-parser that can turn the new injection into a ligolw-readable format (XML file), and also a parser from the XML injection table back to LALDict. The LALDict serves as a bridge between the HDF5 file and XML file.
