Make htcondor a dev only dependency
htcondor does not distribute wheels for macOS, so it cannot be a runtime dependency for downstream packages like GWCelery that need to be installable on macOS.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 19 November 2024 starting at approximately 9am MST (4pm UTC, 8am PST).
