Merge pSEOB and MDN branch
Merges pSEOB and MDN branches. For now this only adds:
- Parametrized fractional deviations to the qnms
- ODE tolerances as free parameters
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 29 October 2024 starting at approximately 9am PDT.
