Pipeline enhancements: vanilla checkpointing

Condor directives to support vanilla checkpointing. Successful eviction/resumes for soft-killed jobs but still not 100% robust. Expect further changes from collaboration with condor team.

Also adds a timestamp to stdout statements from bayeswave
