Use python-ligo-lw for LIGO_LW

This MR reverts 199ddc4c (!95 (merged)) to migrate LIGO_LW reading to python-ligo-lw. That package provides the ligolw_no_ilwdchar which should be used to migrate any input files from the old ILWDchar standard to the new standard supported by python-ligo-lw.

I assume lalsuite in the next igwn-py3X environment will support/require this and we'll consequently need a new bayeswave release in that environment?

Just checking the required schedule for merging and getting a new bayeswave release, in other words.
