stuck cos iota

Fix the issue where cos iota gets stuck. The problem was due to the external Fisher being unstable when cosiota was close to the prior edge, resulting in extremely small jump proposals for this parameter. Fixed by perturbing cosiota in the Fisher estimation when it is close to the prior edges.
