Fixing sky initialization

Sophie Hourihane requested to merge sophie.hourihane/bayeswave:CBC_fixed_detector into CBC

Updated initialization so that any --ifo arguments are accepted.

Deleted unused function detector_shifts and small code cleanups in sky_ring_proposal
