Fix LALInspiral 4.0.0 build failure

Remove LIGOLwXMLInspiralRead.h (and also removes duplicated lines in environment.yaml). This is actually backwards compatible with earlier versions of LALInspiral -- I guess we weren't actually using LIGOLwXMLInspiralRead.h.
