adding --checkpointIntervalHrs as a flag

When checkpointing is on, (e.g. --checkpoint) this command modifies how often bayeswave will be checkpointed. --checkpointIntervalHrs 2.0 will checkpoint every 2 hrs. Default is checkpoint every hour.
