Replaces previous merge request Updates to pipeline for running on the igwn pool.

Can run with AP scitoken issuer on ldas-osg3 only (as of June 2024) by passing the flag --igwn-pool to bayeswave_pipe (no other adjustments necessary)
Can run with igwn scitoekn issuer on the other osg nodes by passing the flags --igwn-pool and --igwn-issue to bayeswave_pipe. However the user must initiate their own scitoken first.
