Update timeslide handling

Meg Millhouse requested to merge meg.millhouse/bayeswave:fix_timeslides into master

Updated bayeswave pipe to handle all combinations of H-L-V time slides for cWB trigger lists (before it could only handle HL and HLV). Could still be generalized more in anticipation for Kagra, LIGO-India etc but this should work for O3.
