CI overhaul and build fixes

Overhauled CI and containerization. Fixed a bug in the makefile so that BayesWave can now be built from lalsuite-v6.53. CI tests the build and basic operation of BayesWave in an LDG runtime environment but is deployed in a more lightweight container (lalsuite).
