Resolve "`get_event_data` still used in some examples despite being removed as a deprecated function"

- Add a README
- Move non-dynesty examples into separate sub-directory to avoid
repeatition
- Standardize variable names
- Remove the multidimensional gaussian: the 15d example is better and
more complete
- Remove the start_mcmc_chains_near.. example: this is demonstrating a
rarely used feature of a rarely used sampler, better to put this into
the docs if needed.

- bilby/gw/likelihood.py: add MBGravitationalWaveTransient
- bilby/gw/source.py: add waveform interfaces for multi-banding
- bilby/core/utils/calculus.py: add a helper function to round up a number to the next power of two
- examples/gw_examples/injection_examples/multiband_example.py: add an example script

removed the likelihood matrix calculation within the likelihood function, and instead use a loop in the post-processing script

Constraints to Uniform priors.
The original contraints caused the tutorial to fail when sampling
began.
