Get the GW150914 example working

This is a call for help in getting the GW150914.py file to work. Currently, the posteriors it returns appear to indicate there is no signal. My guess it that somewhere in the data analysis steps I have done something wrong. If you can spare some cycles to check over it please do.

I'll list here bullet points of things that may be wrong

• Estimation of the PSD - currently I'm using data before the event, but lalinference paper has a quite more involved process which we should try to implement.
• Low pass filter - lalinference recommends a Butterworth low pass filter
• Check the other parameters - could it be that I'm simply looking in the wrong place?

You'll see there is commented out code with some attempts, but any help would be much appreciated. Feel free to make changes and push them or work on a branch :)
