Update all docstrings

We should update and include docstrings before the release. Currently there is a mix of outdated, missing, and up-to-date docstrings throughout the code. I suggest that this is the last thing we do before release.

As a reference for good docstring style, http://sphinxcontrib-napoleon.readthedocs.io/en/latest/example_numpy.html, I know some of mine will need editing to match these.

In 91dec665 I updated dosctrings for the the immediate user-facing functions, enough for v0.1. So I'm updating this to future.
