Added a scaling to the -3s start time. The merger is not within the 4s/scale_factor time duration window otherwise
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 14 May 2024 starting at approximately 9am PDT.
