Download .hdf5 ROQ bases for unittest

Soichiro Morisaki requested to merge soichiro/bilby:download_roq into master

This MR adds commands to download new ROQ bases necessary for the unittest of !1093 (merged). They are currently under my own namespace, but I will bring this to a regular ROQ call to find out a safer place.
