Add pymc, aka pymc4, to the docker container

This MR adds pymc (aka PyMC4) to the Docker container. Following this !1117 (merged) could be merged.

After this and !1117 (merged) is merged, it means that !1115 (merged) could be simplified as any support for PyMC3 can be removed.
