Now that we've merged the refactoring of all the samplers I implemented the changes from !1023 (closed) (thanks @avi.vajpeyi) along with some extreme fat trimming from dynamic dynesty.

I've done a bunch of testing of resuming and the previous functionality should be preserved, modulo bug fixes upstream. I'm going to launch a bunch of bilby_pipe runs with this.
