FEAT: allow rejection sampling dynesty posterior

After a discussion on the call today. This MR adds a user option to enable rejection sampling for the posterior. This will give independent posterior samples.

Currently, this is disabled by default to preserve the existing behaviour, but I would be happy to set it to yes. I think that either way I need to update either the docstring or the default.
