Add sklearn

In order to run GW analyses with default bilby-mcmc settings, sklearn is required. This MR adds it as a gw_requirement.

@colm.talbot the reason that I didn’t add scikit-learn is because the existing import statements in the code refer to sklearn. Am I missing something?

The test failure was resolved in !1229 (merged).
