Add pyseobnr to the docker file template

This add pyseobnr package that provides SEOBNRv5 family of waveforms to the docker container template.

Sorry @serguei.ossokine, I didn't make this clear. You should run the write_dockerfiles.py script to regenerate all of the actual dockerfiles.
