BLD: add doc requirements to test image

I inadvertently removed make from the test docker images, this MR explicitly adds the packages that are needed to build the documentation and build/deploy releases to the test environment.

The docs job won't work again until this is merged and the containers are rebuilt. I've tested locally with the updated image.
