Adds capability to run PE on eccentric waveforms

Includes a new function, lal_eccentric_binary_black_hole_no_spins, in source.py for generating eccentric, non-spinning black hole binaries with the EccentricFD approximant. An example script for injecting an eccentric GW150914-like inspiral is included in the injection_examples directory.
