MAINT: pin some versions

Colm Talbot requested to merge pin-scipy-version into master

Pinning:

  • scipy < 1.14 to all continued used of interp2d and simps
  • dynesty < 2.1.4 to avoid removed arguments

We should consider making a point release with these pins or at least rebuilding in conda.
