MAINT: drop py39 support

numpy (and many others) have dropped support for python 3.9. This MR increases our minimum tested/supported version.

Another relevant point is that gwcelery recently dropped 3.9 so we don't have any remaining obvious requirements to maintain this version that I'm aware of.
