Add Sampyl sampler
This PR adds the Sampyl MCMC sampler as an option. Sampyl can use HMC and NUTS methods.

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 14 May 2024 starting at approximately 9am PDT.
