update changelog to 180917
The changelog has got a bit behind, this should catch it up.
After this, we should enforce that the changelog is adequately updated with each merge request.

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 9 July 2024 starting at approximately 9:30am PDT.
