Include license in tarballs and wheels

duncanmmacleod/bilby:distribute-license into master

This merge updates MANIFEST.in and setup.cfg to include the LICENSE.md file in the tarball and wheel distributions respectively. This is not (AFAIK) a condition of the MIT license, but is good practice.
