WIP: Support for time domain waveforms using SimInspiralChooseTDWaveform

Defined lal_binary_black_hole_time_domain function that calls lalsim.SimInspiralChooseTDWaveform. I am not yet using the XLALSimInspiralFD() function recommended by Michael.

SEOBNRv4HM is treated as a special case as it cannot yet be called using lalsim.GetApproximantFromString
