Likelihood frequency mask

This MR uses the detector frequency mask as a cut, not just a multiplicative boolean in the likelihood calculation.

This will solve an issue when the provided PSD contains infinities, @ethan.payne has seen similar issues.

This should also improve efficiency slightly.
