Allow correlated prior saving

Colm Talbot requested to merge allow-correlated-prior-saving into 270-introduce-correlated-prior-sets

@moritz.huebner, this MR merges current master into !332 (merged) and then allows the conditional priors to be written/read.

The main thing that is needed for this to work is for the condition function to be something that can be imported in python.

We may want to think about having some of the usual condition functions that come up in GW analyses.
