Adds a set of conda-based test images

This is the first step in upgrading the test images to a more modern, (and hopefully) stable, conda-based, templates. This will not change anything in the backend, but needs to be merged to master so that Docker can build the images.

This is great. In the interested of maintainability, is it worth creating a template from which these four are generated? Unless I'm missing something, the only difference between the files is the python version?

Actually, it looks like this is only true for python>=3.6. Is there a reason py35 is different?

For some reason git decided that I had rename the file and modified it rather than just creating a new file and deleting the old python27 Docker file. I've reinstated the file to make the diff easier to see.

We could create a template.. but for now I'm happy just to diff between them.

Okay, I guess this will be okay for now. Do we want to remove the old recipes from the repository?

For now I suggest we leave them. Once the new ones are up and running I'll then remove them and switch over to having the tests run off these images in a single MR.
