Include the test directory in the tarball

Duncan Macleod requested to merge duncanmmacleod/bilby:distribute-tests into master

This MR patches MANIFEST.in to include the test/ tree in the tarball. This adds negligible extra size to the distribution, but should enable more complete testing of downstream binary packages (e.g. conda).
