add KAGRA

Colm Talbot requested to merge add_kagra into master

This branch adds KAGRA.

I got the geometry from Table 1 of http://iopscience.iop.org.ezproxy.lib.monash.edu.au/article/10.1088/0264-9381/28/12/125023/meta.

The noise curves are the same reference as the LIGO psds.

I think there's a typo in the orientation. I went with the number for the orientation, although I'm fairly confident 20 degrees is not WNW.
