Resolve #463 (Prior Constraints "Simple Example" not working)

This section in the PriorDict sampling seems to be unnecessary since Constraints are checked at many other points in this process. Removing this section fixes the example that was broken by this in #463 (closed)

I remember putting this in as something was going badly wrong (!661 (merged) is the MR). Can you confirm that bad behaviour doesn't return with this change?

I think it's worth looking at the example that is failing and trying to make that work with the code, rather than vice versa.
