This MR just adds the new O4 PSD here: https://dcc.ligo.org/LIGO-T2000012/public as the default "design sensitivity" PSD for the H1 and L1 interferometers. This resolves #451 (closed)

Thanks for doing this, can you confirm that the reference in https://git.ligo.org/lscsoft/bilby/-/blob/master/bilby/gw/detector/noise_curves/README.md and the .prior files are still correct for the new curve? If not, can you provide the updated reference?

Sorry for more nitpicking, but if the file is for an ASD, can you update the name to reflect that, i.e., aLIGO_O4_high_asd.txt?
