Add minimum and maximum to aligned spin prior

This adds the option to pass minimum and maximum values to the aligned spin prior in order to match the prior shapes available in LALInference. Here is an example with a cutoff that doesn't coincide with the smooth taper to 0 from the cosine prior on the z component, comparing the billy version using this MR and the prior in LALInference. I forget which was which but they're identical.
