Restructure tests

This merge request restructures the test folder to match the structure of the source code package. I did not change any of the tests, because line by line code changes would be hard to make out in the diff.

It looks like the coverage has increased by 15%, mostly it seems from the samplers. I don't think that this is necessarily a bad thing. But previously we removed them because we were seeing time outs, although I note that this took less than 15 minutes to run.

Thanks for bringing this up. This was not intentional. I forgot to rename a file path in a configuration file. I don't think we should count sampler tests towards the coverage because it obfuscates not properly tested code.
