Adding an AUTHORS file and checking mechanisms

  • Adds an AUTHORS.md file with a list of all current code contributors and additional authors (Closes #535 (closed))
  • Adds a script and CI run which checks that all authors in git log appear in the AUTHORS.md file
  • New names of authors who have not added a commit will need to be added manually.
