Update containers

Gregory Ashton requested to merge update-CI-containers-to-quay into master

This aims to resolve the issues introduced by Dockerhubs new rate-limiting.

  • Updates the gitlab CI to point to frozen images built on quay.io from the current recipes
  • Updates the container recipe's to pull from containers.ligo as the base
