Pin version of numpy and pandas

The issue with pypolchord in the sampling is that the sampler needs to be compiled against a specific version of numpy so it has to be reinstalled after changing the numpy versions. I think this should automatically propagate through when the containers update, right @gregory.ashton?

Yes, I think it should @colm.talbot.

Can we just force this MR through? If a sampler is this troublesome, I'd prefer to just remove the test of the sampler. We clearly don't have the capacity to deal with these rolling issues.
