Add requirements to MANIFEST

Colm Talbot requested to merge add-requirements-file-to-build into master

@geraint.pratten flagged that the latest pypi release is broken by the changes to how the requirements are read.

This MR should fix that (see https://stackoverflow.com/a/43748965 for details.)

@moritz.huebner @shanika.galaudage @gregory.ashton we should probably put out a new release with this asap.
