Add calibration to online runs

Calibration envelopes are in a repository:

https://git.ligo.org/pe/O3/calibrationenvelopes

which can be found on CIT.

@cjhaster : "in there are the envelopes to use, each directory also ha a H_CalEnvs.txt file which tells yuo which GPStimes are valid for each envelope file in the repo"

That repo is checked out on CIT at /home/cbc/pe/O3/calibrationenvelopes
